Without it, unfinished work from the last development iteration consumes the time reserved for PI Planning, Inspect and Adapt, innovation, and education. The RTE should keep IP on the calendar as a buffer so uncertainty in case-management delivery does not automatically destroy the next planning event. Replacing planning with overtime sprints or hiding unfinished work only conceals the same capacity problem.
