A civic-engagement coach who files notes and never mentions items in team events treats facilitation as theater. Residents only benefit when experiments become real backlog work. Shared-drive burial and year-long waits are anti-patterns.

Filing notes in a shared drive and treating facilitation as finished abandons the loop. Waiting until next year’s I&A to see if anyone remembered guarantees decay. Handing notes to a PMO analyst and never mentioning them in team events outsources ownership away from the Agile Team.

Exam caveat: I&A value is realized in subsequent iterations, not in the meeting artifact. Operational check: put civic-engagement improvement items on the next Iteration Planning agenda and inspect progress at review/retro.
