The Innovation and Planning iteration is intentionally unplanned for committed Features and Stories so it can serve as an estimating buffer and hold innovation, continuing education, Inspect and Adapt, and PI Planning prep. Loading overflow stories during PI Planning destroys that design. Filling IP first, turning it into a mini-PI of Features, or asking the RTE to delete IP all miss the coaching stance. The Scrum Master / Team Coach keeps fleet-telematics IP free of ordinary delivery commitments.
