An effective ART balances feature delivery with sufficient architectural runway and technical guidance so future increments remain feasible. On an immunization registry, identity, interoperability, and data-quality enablers are not optional overhead. Hiding enablers, deleting them, or accepting a waiver does not restore sustainability. The RTE should help Product Management and System Architect/Engineering keep enough runway in the PI plan.
