Utilities billing work still flows through separate analysis, build, and test departments, each with its own queue. Leaders call the stages “Agile phases.” How should the Product Owner explain the problem?

Empiricism depends on producing a transparent, Done Increment frequently enough to inspect and adapt. Sequential analysis-build-test departments recreate waterfall queues, hide incomplete work, and postpone learning about value. Relabeling the phases or adding a quarterly commitment ceremony does not restore Scrum’s inspect-and-adapt loop. The Product Owner should make that structural impediment visible because it directly harms product value and forecast quality.
