Enterprise Managed Users (EMU) is a GitHub Enterprise Cloud feature where all member accounts are provisioned and controlled entirely by the organization's identity provider (IdP) via SCIM. In EMU enterprises, users cannot create their own accounts — accounts are created by the IdP, and the enterprise controls what the accounts can and cannot do (e.g., EMU accounts typically cannot contribute to organizations outside the enterprise). This provides maximum security and compliance for organizations needing strict control over identity. Standard GHEC enterprises use linked personal accounts; EMU enterprises use fully managed accounts. EMU is not about 2FA management, PAT management, or audit tooling specifically.
