Correlation indicates co-movement and does not by itself establish that one variable causes another. Causal claims for policy require stronger designs, controls, or validated causal reasoning beyond observed association. Banning correlational displays is unnecessary if claims stay appropriately scoped. Axis inversion does not create causal evidence.
