Transparency in responsible AI is about what outsiders can inspect without guessing. For the community soda-fountain, an open model that publishes a license, a model card, and stated training-data notes is more transparent than a closed hosted endpoint that exposes only an invoke API. Inspectors can read intended use, known limits, and at least a high-level account of what went into training. That inspectability is the core benefit of the documented open artifact.

Treating the API-only model as more transparent fails because a closed endpoint typically hides weights, data provenance, and evaluation detail behind the provider's wall; an API may be convenient, but convenience is not disclosure. Assuming openness automatically makes the model safe fails because transparency and safety are different properties: a well-documented model can still hallucinate, amplify bias, or be misused without a responsible-use review, evaluation gates, and operational controls. Claiming that license and data notes never count as transparency signals fails because those documents are precisely the artifacts auditors and civic operators use to judge suitability before adoption.

Exam caveat: openness improves inspectability; it does not replace threat modeling, red-teaming, or policy review. Operational check: before the soda-fountain ships either path, require a short review packet that cites the license terms, model-card limits, and data notes (or documents their absence for the closed API) and records who signed off that residual risk is acceptable for public use.
