Facilitation is a support function: keeping a conversation focused, making sure voices are heard, managing time. None of that includes exercising the value judgment behind which items matter most or where they land in the Product Backlog's order, which is why the Product Owner asking the Scrum Master to facilitate doesn't hand over accountability — it hands over meeting logistics. The Scrum Master role exists partly to serve the Product Owner in exactly this way: helping with techniques for effective Product Backlog management and facilitating Scrum events or requested meetings, without ever becoming the person accountable for the backlog's content. Believing accountability transfers with facilitation, or diffuses to whichever Developer talks most, or splits jointly between the Product Owner and Scrum Master, all confuse who ran the room with who owns the outcome, and the Guide is specific that Product Backlog accountability rests with one person regardless of who facilitates a given conversation about it. This distinction matters practically: if the refinement session produces a disputed reordering, the Product Owner is still the one who resolves it, not the Scrum Master. A concrete check: after the session, does the Product Owner review and confirm what came out of it before it's treated as final?
