Users with Copilot licenses still cannot get meeting recap content they did not attend. Why might that be expected?

Copilot and meeting artifacts respect meeting permissions and attendance/policy boundaries; users without access to the meeting content cannot recap it — Copilot isn't a skeleton key. No access to the meeting content means no recap.
