Setting base permissions to none means members only reach repositories when granted access via teams, direct repository invitations, or other explicit mechanisms. This is a strong least-privilege default for large or regulated orgs. It does not promote members to enterprise owners, change repository visibility to public, or alter Actions billing entitlements. Administrators should pair this setting with careful team design, CODEOWNERS, and onboarding automation so legitimate contributors still get the access they need without reopening broad default read or write rights.
